The Hays County Court retained Broaddus & Associates to provide project management services on the new 232,000 SF Hays County Government Center. The center includes county functions for 19 departments, including Commissioner's offices and courtrooms, district courtrooms, Treasury, Tax Assessor and Sheriff's Department and Justice of the Peace.
At the time Broaddus & Associates was retained, this project was already underway and significantly over the budget. Our team was tasked to reduce the cost and maintain the original schedule of completion. After extensive analysis by the Broaddus & Associates team, the county was offered three design and construction alternatives that would put the project within a budget and timeline.
With the court's unanimous approval, our team recommended the Design-Build delivery method. The new, less costly design was more functional, aesthetically appealing and sustainable. Broaddus Planning utilized the “right-sizing” process, enabling the client to retain all original departments/staff and future expansion for facilities with the new design. This program created a reduced budget, which was reduced further through effective management of design and bidding. The final project cost represents savings upward of $44M from the original projected cost.
Despite foregoing the original design and beginning the process anew, Broaddus & Associates was able to conduct a new design-builder selection process and decrease the total project cost in the span of just five months.
