Broaddus & Associates is currently engaged in a 5 year contract to provide professional engineering services as a part of the GSA Schedule, which the GSA manages as a method of assisting with procurement work for other government agencies.  Procurement managers from government agencies can engage our services directly from the GSA Schedule knowing that all legal obligations have met by the GSA.

Our firm has a current contract in place with the State Comptroller to provide professional engineering services on the Texas Multiple Award Schedule (TXMAS).  The state offers those vendors who have been listed on the GSA Schedule for Federal services an opportunity to apply for work with Texas government entities under a similar pricing and process structure.  The appeal to the state agency is that they may select a vendor directly from the schedule to get a competitive rate while avoiding a lengthy RFP process, since the "vetting" has already been done during the vendor's application process.   This procedure was set in place by Texas Senate Bill 311 during the 77th legislative session; it authorized the Comptroller to establish TXMAS as an alternative purchasing method that capitalizes on the volume discounts and simplified billing process of contracts awarded by the GSA.  Local governments (including school districts) who participate in the CPA Cooperative Purchasing Program may engage services directly under a contract on the schedule; any purchase through TXMAS satisfies the requirement of state law pertaining to competitive bids or proposals.
